Groundbreaking Ceremony - Euroloop On 12 March 2007, the mayor of Rotterdam Mr Ivo Opstelten and CEO of Royal Dutch Shell Mr Rein Willems will perform the groundbreaking ceremony for Euroloop. With this unique, innovative facility NMi (Netherlands Measurement institute) will perform calibrations of flow meters for natural gas and hydrocarbon applications as of 2008. Because oil and natural gas products become more and more expensive, the accurate measurement hereof becomes a much more important issue. Very minor variations in accurate measurements mean saving billions of Euros in practice. Hence the necessity for constructing this test facility, which is very important for Europe. The new facility is built amongst companies such as Argos, Shin Etsu and Shell, and will be operational as of early 2008. Euroloop will become a showcase for new flow technologies and is open to the entire oil and gas market. At the same time Euroloop will be the research and training centre for technologies and products for measuring natural gas and hydrocarbons on an industrial scale. Euroloop will be unique worldwide, not merely for its magnitude, but also for the facilities’ possibilities. The behaviour of flow meters can be examined here on paramount industrial scale, and this on different kinds of (natural) gasses and liquids. On 12 March 2007 the starting signal for this extensive project will be given. Mr Jan Ridder, managing director of NMi B.V. will welcome the guests at 2.30 pm. Analytica Anacon India will be held in Hyderabad from October 31 - November 2, 2007. BHEL Sets Up Instrument Calibration Centre in Noida Bharat Heavy Electricals Limited (BHEL) said it has set up an instrument calibration centre in Noida as part of its ongoing capability upgrade and capacity expansion programme. The centre, established at a cost of nearly Rs 3.2 crore as part of its MoU with Indian government, was inaugurated by company's Chairman and Managing Director Ashok K Puri today, BHEL said in a release. BHEL, the power equipment manufacturer, said the centre would help in enhancing the accuracy of Performance Guarantee Test of Thermal Sets of various ratings and would help in meeting the capacity addition target of the 11th Five Year Plan. The company conducts Performance Guarantee (PG) Tests on thermal sets ranging from 60 MW to 500 MW to prove the equipment's capacity and efficiency, the release said, adding these tests were in line with National and International codes. This facility would also reduce the turn around time for calibration of precision PG Test Instrumentation and enable PG testing of more projects, the release said. BHEL said prior to establishing this centre, such calibration facilities were available only in the National Physical Laboratory and a few state-run Standardization Testing Quality Certification (STQC) laboratories. Voluntary Control Council for Interference (VCCI) A2LA (American Association for Laboratory Accreditation) and NVLAP entered into an MOU signed on December 13, 2006 in Tokyo, Japan with Voluntary Control Council for Interference (VCCI). VCCI is a Japanese organization which was started in the mid 1980s by four Japanese industry companies seeking to control electromagnetic interference (EMI) with the backing of the Japanese government. By signing this memorandum, A2LA and NVLAP intend to provide ISO/IEC 17025 accreditation of any electromagnetic compatibility testing laboratory to the Normative Annex 1 Technical Requirements of Regulations (VCCI V-3) for voluntary control measures of VCCI. Additionally, A2LA and NVLAP will be responsible for notifying VCCI directly of all pertinent information for those laboratories that are accredited to perform testing to VCCI V-3. A form has been developed to capture the necessary information requested by VCCI and will be completed during the course of a laboratory’s on-site assessment.
