BAE Systems Awarded U.S. Air Force Contract To Provide Operations, Maintenance, and Logistics

BAE Systems has been awarded a $6.7 million contract by the U.S. Air Force to provide operations, maintenance, and logistics support for the AN/FPQ-16 Perimeter Acquisition Radar Attack Characterization System (PARCS) radar at Cavalier Air Force Station, North Dakota. The estimated value of the five-year contract is $37.7 million, if all options are exercised, extending the period of performance through September 2008. The contracting agency is the U.S. Air Force Space Command, Peterson Air Force Base, Colorado.

Under the new contract, BAE Systems Technical Services will support the PARCS radar by performing services that include program management, training, site operations, communications-electronics maintenance, computer operations, local area network/software support, supply support, civil engineering support, environmental management, security, transportation, vehicle maintenance, calibration, Military Strategic Tactical and Relay System (Milstar), Military Family Housing Maintenance (MH), local purchase and safety.

PARCS is run by the 10th Space Warning Squadron, and provides tactical warning and attack assessments of missiles launched against the continental United States and southern Canada. It also provides space surveillance, tracking, reporting and space object identification support.

ATEX Explanation Provided in Control Magazine

Perceptive observers may have recently noted a spate of new products touting ATEX compliance. The first question for most is: What is ATEX? And the second: What affect will this have on process plants?

The ATEX ("Atmosphères Explosibles," French for explosive atmospheres) Directive 94/9/EC is a directive adopted by the European Union (EU) to facilitate free trade in the region by aligning the technical and legal requirements in the member states for products intended for use in potentially explosive atmospheres.

The directive covers electrical equipment, mechanical equipment, and protective systems that may be used in potentially explosive atmospheres (flammable gases, vapors, or dusts.) The full text of the ATEX directive can be found at www.epsilon-ltd.com/full_atex_directive.htm.

From a manufacturer's point of view, products sold to EU member states must have a CE mark. For products that fall under the umbrella of ATEX, the CE mark can only be used if the products comply with the new ATEX directive. Compliance is voluntary until July 1, 2003 and mandatory thereafter.

From a North American end-user point of view, expect to see vendors mentioning ATEX compliance. Although North American process plants are not covered by EU regulations, standards bodies worldwide often try to harmonize regulations. This means that standards bodies in North America may adapt regulations similar to ATEX in the near future.

IndySoft Acquires Norfox Corporation, Trademarks, and All Assets

IndySoft Corporation announced that it has completed the acquisition of Norfox Corporation’s assets -- including name, customer base, and all product lines (Visual LabMate, LabMate 3.5, and accessory modules). IndySoft Corporation will be providing ongoing support and update services to users of LabMate 3.5 and Visual LabMate. According to Mr. Leon Price, CEO of IndySoft, “Many organizations have a considerable investment in their LabMate computer systems. We would like to assure these customers that their investment is not stranded. We intend to fully support and enhance the LabMate product line. Users of the software will be able to expand their licensing and purchase newer versions of the software. Also, users that wish to do so will be given the opportunity to seamlessly upgrade to our robust Gage InSite Enterprise platform.”

Tektronix Reports Strong Results for the Second Quarter of Fiscal 2004

Tektronix, Inc. reported net sales of $217.9 million and net earnings from continuing operations of $36.5 million or $0.42 per share, for the second quarter ended November 29, 2003. This compares with net sales of $203.6 million and net earnings from continuing operations of $8.4 million or $0.10 per share, for the same period a year ago. Excluding business realignment and one-time items, net earnings from continuing operations were $19.3 million or $0.22 per share for the second quarter, as compared with $11.7 million or $0.13 per share for the same period last year. Included in one-time items is a non-cash gain resulting from the settlement of the historical defined benefit pension plan at our recently acquired Japanese subsidiary.

"At 25% growth, this was our strongest order level in more than two and a half years, due primarily to strengthening in the overall market and good response to new products," said Rick Wills, Tektronix Chairman and CEO. "During our first quarter, we saw pockets of stronger demand in selected sectors and regions, and this quarter the improvement continued with growth across all of our core product areas and regions. Finally, earnings outpaced sales growth as expected, due in part to the leverage we have built into our business model during the past two years."

"There was strength across all of our major product categories. We saw very good demand for our entire line of oscilloscope products, including the TDS7704B, the world's fastest digital oscilloscope, which we announced this quarter. Our signal source products have been well received in our key markets, and our industry-leading video products continued to provide broadcasters and system integrators with the tools to support the digital evolution," continued Wills. "In addition, we made excellent progress on new products which will be introduced in the second half of this fiscal year."

"We believe Tektronix is well positioned to benefit from a recovery. We have a strong market position in our four core product areas, and our two developing product categories, Signal Sources and RF Test, represent good opportunities for growth. We have structured our business model to enable us to grow earnings faster than revenues as orders strengthen. And, as the markets recover, we remain diligently focused on managing the business -- deliberately managing operations, carefully investing in future products and technology, and remaining attentive to the changes in our customer needs," concluded Wills.

For the third quarter of fiscal 2004, the company expects sales to be approximately $220 to $230 million. Earnings per share from continuing operations are expected to be between $0.23 and $0.25, excluding a net credit of $15-$20 million from business realignment costs and one-time items. The projected credit includes an estimated gain on the sale of real estate in Japan.

 

Electro Rent Corporation Reports Fiscal 2004 Second Quarter Results

Electro Rent Corporation announced that net income for the second quarter of fiscal 2004 ended November 30, 2003, increased to $2.7 million, or $0.10 per diluted share, from $1.9 million, or $0.08 per diluted share, for the second quarter of fiscal 2003. Revenue for this year's second quarter was $24.2 million compared to $28.8 million for the same period last year.

For the six months ended November 30, 2003, net income increased to $4.8 million, or $0.19 per diluted share, from $4.5 million, or $0.18 per diluted share, for last year's first half. Revenue for the first six months of fiscal 2004 was $46.9 million compared to $59.8 million for the same period a year ago.

Chairman and Chief Executive Officer Daniel Greenberg said, "After four years of relentless declines, demand for rental equipment was modestly higher in the first half of fiscal 2004 than in the second half of fiscal 2003. Utilization rates have gradually improved, the result of careful management of our equipment pool and the sale of underperforming assets. We continue selectively to purchase new equipment to support improved conditions in certain markets and to keep our equipment pool technologically up-to-date.

"Rental and lease rates remain highly competitive, however, and the market continues to be affected by excess equipment from a variety of sources that is available for purchase by our customers at attractive prices. So we continue to focus on operating as efficiently as possible and keeping our costs in line.

"With the recent improvement in general economic conditions, we are guardedly optimistic that better times may be on the horizon. We are on the lookout for opportunities to expand the business in what we hope will be an improved climate in the months to come."

Equipment purchases totaled $12.9 million for this year's second quarter and $23.2 million for the first half of fiscal 2004, compared to $8.5 million and $15.7 million for last year's second quarter and first half, respectively. Sales of excess equipment were $5.1 million for this year's second quarter versus $6.3 million for the second quarter a year ago. The book value of Electro Rent's equipment pool was $87.3 million at November 30, 2003, compared to $87.3 million at May 31, 2003, and $101.9 million at November 30, 2002.

 

BOC Launches Scientific Brand and North American Facilities Receive ISO 9001:2000 Certification

BOC has unveiled a new business brand to meet the needs of the global scientific community in a market worth more than £700 million. BOC Scientific brings together an existing product range of certified calibration gas mixtures, instrumentation gases and gas control equipment for analytical applications. It will also include high value, high purity gases and specialist gas mixtures for quality critical manufacturing processes and life-sustaining breathing applications.

TestMart to Provide a BroadSet of Services on the eBay Site

TestMart, operator and service provider for the test and measurement industry, announced a new listing tool and a variety of selling services for test and measurement equipment sellers on eBay. Under the one-year renewable agreement with eBay, individuals and organizations wishing to sell their test and measurement equipment on eBay will have access to an enhanced listing tool that will allow the user to include detailed specifications and photos extracted from TestMart's industry-leading database of test equipment information. This application will give sellers the opportunity to greatly enhance their item listings on eBay, and increase overall sales of test and measurement equipment. TestMart's application is by the eBay application program interface (API) and certified by the eBay Developers Program.

Through the agreement with eBay, TestMart is offering additional selling services to eBay users including -- enhanced marketing, product verification, and calibration. The enhanced marketing services gives sellers the ability to use the TestMart tools to place their items for sale not only on the eBay site but also on a customized TestMart/eBay storefront. This storefront will be developed and hosted on the TestMart website. Sellers who take advantage of the enhanced marketing option may elect to have TestMart proactively market their items to tens of thousands of targeted prospective buyers culled from TestMart's proprietary database of over one million users. TestMart will also offer its industry-leading verification and calibration services to eBay users, which guarantees that a unit will be delivered in working condition,
with a fresh, NIST-traceable calibration. As an example, an eBay seller would be able to ship a unit -- say an oscilloscope -- for verification and calibration, before listing the item for sale on eBay. The initial set of these services are available starting December 2003, and will be promoted by eBay and TestMart.

 

Siemens 'Exider' Train To Visit National Manufacturing Week

Siemens Energy and Automation is bringing the Exider technology train to Chicago for National Manufacturing Week, kicking off a 10-city, coast-to-coast tour of the 1,000-foot exhibit on rails.

Siemens will use the sleek, blue train as a high-tech platform to showcase its products, solutions and services. Jammed with technology, the 14 rail cars will house 224 plasma screens and monitors, 189 DVD players, four servers, nine miles of electrical cables and almost two miles of data lines.

Voting Begins on ISO/IEC17025 Amendment

Agilent's Metrology Forum has posted news regarding ISO's recently issued draft amendment, officially numbered "ISO/IEC 17025:1999/FPDAM 1", which the ISO has submitted to its membership for the customary 5-month voting period which ends next April.

Prepared by its Committee on Conformity Assessment, CASCO, the original hope was to align section 4 of 17025 with ISO9001:2000 (it's currently aligned with the 1994 version). However, this was eventually judged to require major work and so the Working Group concluded its deliberations with a recommendation to make only minimal changes to satisfy a statement that the quality management system requirements of 17025 would now align with the principles of 9001:2000.

If the amendment is unanimously approved, the standard will be reissued as ISO/IEC17025:2004. But in the case of significant comments and unfavorable voting, another year may pass before publication.

Jim Manzi Named Chairman of Thermo Electron Corporation

Thermo Electron Corporation announced that Jim Manzi, a member of the company's board of directors, has been named chairman of the board. Mr. Manzi, the former chairman, president, and chief executive officer of Lotus Development Corporation, will succeed Richard F. Syron, who has resigned as Thermo's chairman of the board, executive chairman, and a member of the board to become chairman and chief executive officer of Freddie Mac.

Prior to joining Thermo, he was chairman and CEO of the American Stock Exchange, and served as president of the Federal Reserve Bank of Boston and president of the Federal Home Loan Bank of Boston.

Nanotechnology Act Calls for Major Role for NIST

The "21st Century Nanotechnology Research and Development Act," signed into law by President Bush on December 3, specifies a major role for the National Institute of Standards and Technology (NIST). The Act requires the director of NIST to "establish a research program on the development and manufacture of nanotechnology, including metrology, reliability and quality assurance, processes control and manufacturing best practices and to utilize the Manufacturing Extension Partnership to disseminate the results of the program." NACLA's 2004 Forum Program and Registration Available

The third annual forum sponsored by The National Cooperation for Laboratory Accreditation (NACLA) is scheduled for April 5 and 6, 2004 in Columbia, Maryland. NACLA's Annual General Meeting (AGM) will be held on the afternoon of April 6.

Hexagon Increases Its Interests In China

Hexagon Metrology has agreed to acquire an additional 15 per cent of each of its subsidiaries Qingdao Brown & Sharpe Quinshao Technology Co Ltd and Qingdao Brown & Sharpe Trading Co Ltd. Hexagon will hereby control 90 per cent of the capital in the companies. The remaining 10 per cent is owned by a Chinese state owned company. The acquisition, which is subject to approval by the Chinese Government, will be concluded during the next coming months.

The Chinese subsidiaries manufacture and sell metrology machines and service to the Chinese industry, with an especially strong position within the automotive and aerospace industries. In recent years the Chinese business has expanded rapidly and today it represents 10 per cent of the turnover within the business area.

India's Top Quality Testing Directorate Selects Tektronix Oscilloscopes For Test & Calibration Labs
